He says it entirely matter-of-factly. There's no joking tone in his voice at all. The most that's there is a hint of dry sarcasm. The problem is, however, Jules isn't really being sarcastic. For all intents and purposes, that's the legitimate reason he's so hated. Sure, there are other reasons involved in the matter as well, but generally speaking they can all boil down to that one point.
