In my case, I think I was more often the one creating the structure for myself- and others- in the first place. But even then, there was far more of a defined system to work with, to shape and mold into something I could direct for my purposes.
Ultimately... I think all good order must be something people make, something they chose. Even the oldest systems, the ones we think of as fundamental, had to begin with something. If there isn't a structure to work with, then perhaps we'll be able to build one, bit by bit.
