[Hector isn't the first living skeleton Foster's met. He's not even the second. He's not surprised by this one's existence; as far as Foster is concerned, the most surprising thing about Hector is that he has hair.

Based on his prior experiences with skeletons, he is very much inclined to avoid Hector--but it is in typically contrarian fashion that he does the exact opposite, because nothing to Foster is a stronger sign that he should do something than the instinctive aversion to doing it.

When he stops, the limp of his left hind still evident in the way he cocks his half-useless leg, he ducks his head to allow the illusion of looking 'up' at Hector.
