In theory, a monster could learn any color, but in practice it's a bit like learning to play a musical instrument- some people have more natural talent than others, and not everyone would consider the amount of time and effort it would take to master the skill to be worth it. The average monster likely wouldn't know how to use more than one or two colors, in addition to their more instinctive abilities.
A human mage can only use one color of magic, the shade that matches their soul.
